L-għan tal-pjanijiet strateġiċi u l-pjanijiet ta’ ġestjoni hu li jgħin lid-dipartimenti tal-Kummissjoni jallineaw xogħolhom mal-objettivi ta’ politika ġenerali tal-Kummissjoni, u jippjanaw u jimmaniġġjaw l-attivitajiet sabiex isir l-aktar użu effiċjenti tar-riżorsi.
Fil-pjanijiet strateġiċi tagħhom, id-dipartimenti tal-Kummissjoni jiddeskrivu kif se jikkontribwixxu għas-6 prijoritajiet politiċi tal-Kummissjoni. Dawn jiddefinixxu objettivi speċifiċi għad-dipartiment tagħhom għal perjodu ta’ ħames snin kif ukoll indikaturi li jgħinuhom isegwu l-progress. Id-dipartimenti kollha jirrappurtaw dwar il-progress kull sena fir-rapporti annwali tal-attività tagħhom.
