Lo scopo dei piani strategici e dei piani di gestione è aiutare i servizi della Commissione ad allineare il loro lavoro agli obiettivi generali della Commissione e pianificare e gestire attività al fine di ottimizzare l'uso delle risorse.
Nei loro piani strategici, i servizi della Commissione descrivono in che modo contribuiranno alle 6 priorità politiche della Commissione. Definiscono i propri obiettivi specifici per un periodo di cinque anni e indicatori che li aiutino a seguire l'andamento dei progressi. Tutti i servizi riferiscono ogni anno in merito ai progressi compiuti nelle loro relazioni annuali di attività.
