Τα στρατηγικά σχέδια και τα σχέδια διαχείρισης που εκπονούν οι υπηρεσίες της Επιτροπής τις βοηθούν, αφενός, να ευθυγραμμίζουν τις εργασίες τους με τους γενικούς πολιτικούς στόχους της Επιτροπής και, αφετέρου, να σχεδιάζουν και να διαχειρίζονται δραστηριότητες για την όσο το δυνατόν αποδοτικότερη χρήση των πόρων.
Στα στρατηγικά τους σχέδια, οι υπηρεσίες της Επιτροπής περιγράφουν πώς συμβάλλουν στην υλοποίηση των 6 πολιτικών προτεραιοτήτων της Επιτροπής. Καθορίζουν ειδικούς στόχους οι οποίοι καλύπτουν πενταετή περίοδο, καθώς και δείκτες αποτελεσμάτων που τις βοηθούν στην παρακολούθηση της προόδου. Όλες οι υπηρεσίες παρουσιάζουν την επιτευχθείσα πρόοδο στην ετήσια έκθεση δραστηριοτήτων τους.
