Stanovují konkrétní cíle pro tyto útvary na období pěti let, jakož i ukazatele, které jim pomohou sledovat pokrok. Všechny útvary informují o pokroku, kterého dosáhly, každý rok ve svých výročních zprávách o činnosti.
