Die Strategie- und Managementpläne sollen den Kommissionsdienststellen dabei helfen, ihre Arbeit an den allgemeinen politischen Ziele der Kommission auszurichten und die Tätigkeiten so zu planen und zu organisieren, dass die Ressourcen möglichst effizient genutzt werden.
In ihren Strategieplänen beschreiben die Kommissionsdienststellen, wie sie zu den 6 politischen Prioritäten der Kommission beitragen werden. Sie bestimmen ihre spezifischen Ziele für einen Zeitraum von fünf Jahren und definieren Indikatoren, mit denen sie ihre Fortschritte messen. Alle Kommissionsdienststellen legen jedes Jahr in ihren jährlichen Tätigkeitsberichten Rechenschaft über die Ergebnisse ihrer Arbeit ab.
