A stratégiai tervek és az irányítási tervek segítik a Bizottság szervezeti egységeit abban, hogy munkájukat a testület általános politikai célkitűzéseihez igazítsák, és úgy tervezzék meg, illetve hajtsák végre tevékenységüket, hogy a rendelkezésre álló erőforrások a lehető leghatékonyabban kerüljenek felhasználásra.
Stratégiai terveikben a Bizottság szervezeti egységei ismertetik, hogyan járulnak hozzá a Bizottság hat politikai prioritásához. Konkrét célokat tűznek ki az előttük álló ötéves időszakra, valamint meghatározzák azokat a mutatókat, amelyek segítik őket az előrehaladás nyomon követésében. Mindegyik szervezeti egység éves jelentésben számol be az általa elért eredményekről.
