    Commission proposes the next generation of EU own resources

    The Commission proposed to establish the next generation of own resources for the EU budget by putting forward three new sources of revenue: the first based on revenues from emissions trading, the second drawing on the resources generated by the proposed EU carbon border adjustment mechanism, and the third based on the share of residual profits from multinationals. These new own resources will help to repay the funds raised by the EU to finance the grant component of NextGenerationEU.

    The European Commission has granted a conditional marketing authorisation for the COVID‑19 vaccine developed by Novavax. It is the fifth COVID-19 vaccine authorised in the EU.

    Commission disburses €41.1 million in pre-financing to Malta

    The Commission disbursed €41.1 million to Malta in pre-financing, equivalent to 13% of the country's financial allocation under the Recovery and Resilience Facility. The pre-financing payment will help to kick-start the implementation of the crucial investment and reform measures outlined in Malta's recovery and resilience plan.

    The Commission  disbursed €126 million to Estonia in pre-financing, equivalent to 13% of the country's financial allocation under the Recovery and Resilience Facility. The pre-financing payment will help to kick-start the implementation of the crucial investment and reform measures outlined in Estonia's recovery and resilience plan.

    Commission disburses €1.8 billion in pre-financing to Romania

    The Commission disbursed €1.8 billion to Romania in pre-financing, equivalent to 13% of the country's grant allocation under the Recovery and Resilience Facility. The pre-financing payment will help to kick-start the implementation of the investment and reform measures outlined in Romania's recovery and resilience plan.

    The Commission put forward a common and coordinated EU approach to address effectively the challenges from the resurgence of COVID-19 in many Member States this autumn.

    EU replaces COVID-19 vaccines export authorisation mechanism with new monitoring tool

    The EU will not extend the COVID-19 vaccines export transparency and authorisation mechanism, which expires on 31 December 2021. This means that, as of 1 January 2022, vaccine producers will no longer have to request an authorisation for the export of vaccines outside the EU. Transparency of exports will continue to be ensured through a new monitoring mechanism that will provide the Commission with timely, company-specific vaccine export data.

    Commission proposes to strengthen coordination of safe travel in the EU, and to update the framework for travel from outside the EU

    The Commission has proposed to update the rules on coordination of safe and free movement in the EU, which were put in place in response to the COVID-19 pandemic. The Commission also proposed to update the Council recommendation on non-essential travel from outside the EU to simplify the framework and reflect recent developments, prioritising vaccinated travellers, with strong safeguards.

    Commission sets out future of Temporary Framework to support economic recovery in context of coronavirus outbreak

    The Commission decided to prolong until 30 June 2022 the State aid Temporary Framework (currently set to expire by 31 December 2021). In order to further accelerate the recovery, the Commission has also decided to introduce two new measures to create direct incentives for forward-looking private investment and solvency support measures, for an additional limited period.

    Green light for two new COVID-19 therapeutics

    The European Medicines Agency gave a positive opinion on two COVID-19 treatments - Ronapreve and Regkirona - identified by the Commission as promising therapeutics under the EU Strategy on COVID-19 Therapeutics. Both are treatments for use during the early stages of infection based on antiviral monoclonal antibodies.

    Commission approves contract with Valneva to secure a new potential vaccine

    The Commission approved the eighth contract with a pharmaceutical company with a view to purchasing its potential vaccine against COVID-19. The contract with Valneva provides for the possibility for all EU Member States to purchase almost 27 million doses in 2022. It also includes the possibility to adapt the vaccine to new variant strains, and for Member States to make a further order of up to 33 million additional vaccines in 2023.

    €90 million in Macro-Financial Assistance to Albania to address the economic fallout of the pandemic

    The Commission disbursed €90 million in Macro-Financial Assistance (MFA) to Albania.  This disbursement is the second and last tranche of a €180 million support programme to Albania, which is part of the €3 billion emergency MFA package for ten enlargement and neighbourhood partners aiming to help them limit the economic fallout of the COVID-19 pandemic.

    EU disburses €600 million in Macro-Financial Assistance to Ukraine

    The European Commission disbursed €600 million in macro-financial assistance (MFA) to Ukraine. This is the second and final tranche under Ukraine's current MFA programme following the first €600 million disbursement in December 2020. This disbursement is part of the €3 billion emergency MFA package for ten enlargement and neighbourhood partners, which aims to help them limit the economic fallout of the COVID-19 pandemic.

    Portfolio of 10 most promising treatments for COVID-19

    The Commission established a portfolio of 10 potential COVID-19 therapeutics. These therapeutics will bring treatment to patients across the EU as fast as possible provided that their safety and effectiveness has been confirmed by the European Medicines Agency.

    Over 1 billion of vaccine doses exported

    The European Union has exported over 1 billion vaccine doses worldwide over the past ten months. Vaccines produced in the EU have been shipped to more than 150 countries on all continents. In parallel, more than 75% of adults in the EU have been fully vaccinated.

    EU Digital COVID Certificate: a global standard with more than 591 million certificates

    A report on EU Digital COVID Certificate showed that the certificate has been a crucial element in Europe's response to the COVID-19 pandemic, with more than 591 million certificates generated. The Certificate is also a success worldwide: it has set a global standard and is currently the only system already in operation at international level, with 43 countries across four continents plugged into the system.

    The Commission disbursed €822.7 million to Slovakia in a pre-financing payment under the Recovery and Resilience Facility. The pre-financing payment will help to kick-start the implementation of the crucial investment and reform measures outlined in Slovakia's recovery and resilience plan.

    First green bond issued to finance the sustainable recovery

    The European Commission issued the first NextGenerationEU green bond, thus raising €12 billion to be used exclusively for green and sustainable investments across the EU. This represents the world's largest green bond issuance ever.

    Commission endorses Finland's €2.1 billion recovery and resilience plan

    The Commission adopted a positive assessment of Finland's recovery and resilience plan, an important step towards disbursing €2.1 billion in grants to Finland under the Recovery and Resilience Facility. The financing provided by the RRF will support the implementation of the crucial investment and reform measures and play a significant role in enabling Finland to emerge stronger from the COVID-19 pandemic.

    The Commission disbursed €915 million to Czechia in a pre-financing payment under the Recovery and Resilience Facility. The pre-financing payment will help to kick-start the implementation of the crucial investment and reform measures outlined in Czechia's recovery and resilience plan.

    The Commission disbursed €818 million to Croatia in a pre-financing payment under the Recovery and Resilience Facility, which is equivalent to 13% of the country's total financial allocation under the RRF. The pre-financing payment will help to kick-start the implementation of the crucial investment and reform measures outlined in Croatia's recovery and resilience plan.

    The Commission disbursed €450 million to Austria in a pre-financing payment under the Recovery and Resilience Facility. This is equivalent to 13% of the country's total financial allocation under the RRF.     Commission endorses Romania's €29.2 billion recovery and resilience plan

    The Commission adopted a positive assessment of Romania's recovery and resilience plan, an important step towards the EU disbursing €14.2 billion in grants and €14.9 billion in loans to Romania under the Recovery and Resilience Facility. This financing will support the implementation of the crucial investment and reform measures outlined in Romania's recovery and resilience plan.

    An EU-US Agenda for beating the global pandemic

    European Commission President Ursula von der Leyen and US President Joe Biden have announced a new EU-US partnership to help vaccinate the world. The aim is to reach a 70% global vaccination rate by the time of the UN General Assembly 2022. The EU-US Global Vaccination Partnership will help expand supply, improve coordination in delivery and remove bottlenecks to supply chains.

    Second report published on the impact of SURE

    The second report on the impact of SURE, the €100 billion instrument designed to protect jobs and incomes, finds that the instrument has been successful in cushioning the severe socio-economic impact resulting from the COVID-19 pandemic. Among others, national labour market measures supported by SURE are estimated to have reduced unemployment by almost 1.5 million people in 2020. SURE has helped to effectively contain the increase in unemployment in the beneficiary Member States during the crisis.

    Commission signs contract for the supply of a monoclonal antibody treatment

    The Commission has signed a joint procurement framework contract with the pharmaceutical company Eli Lilly for the supply of a monoclonal antibody treatment for coronavirus patients. This marks the latest development in this first portfolio of five promising therapeutics announced by the Commission under the EU COVID-19 Therapeutics Strategy in June 2021.

    Team Europe: €34 billion disbursed so far to tackle COVID-19 in partner countries

    Since the outbreak of COVID-19 in early 2020, the EU, EU Member States and European financial institutions, as Team Europe, have disbursed €34 billion in support to partner countries in addressing the pandemic and its consequences. This disbursement already exceeds by far the initial €20 billion Team Europe support package pledged in spring 2020, which has now increased to €46 billion.

    The Commission disbursed €157 million to Cyprus in pre-financing, equivalent to 13% of the grant and loan component of the country's financial allocation. The pre-financing payment under the Recovery and Resilience Facility will help to kick-start the implementation of the crucial investment and reform measures outlined in Cyprus' recovery and resilience plan.

    The EU and AstraZeneca agree on COVID-19 vaccine supply and on ending litigation

    The EU and AstraZeneca have reached an agreement which will secure the delivery of the remaining COVID-19 vaccine doses to Member States under the terms of the Advance Purchase Agreement concluded on 27 August 2020 with AstraZeneca. The agreement will also end the pending litigation before the Brussels Court.

    EU strengthens support to speed up vaccination in the Eastern Partnership region

    The Commission increased from €40 million to €75 million its assistance package to deploy safe and effective COVID-19 vaccines and speed up the vaccination campaigns in the six Eastern Partnership countries: Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova and Ukraine.

    Commission approves new contract for a potential COVID-19 vaccine with Novavax

    The Commission approved its seventh Advanced Purchase Agreement with a pharmaceutical company to ensure access to a potential vaccine against COVID-19 in Q4 of 2021 and in 2022. Under this contract, Member States will be able to purchase up to 100 million doses of the Novavax vaccine, with an option for 100 million additional doses over the course of 2021, 2022, and 2023, once reviewed and approved by EMA as safe and effective.

    Following new offers of assistance from EU Member States to countries in need, the Commission has so far supported the sharing of over 3 million COVID-19 vaccines with countries outside of the EU through the European Civil Protection Mechanism.

    EU reaches the milestone of vaccine deliveries to vaccinate 70% of EU adults

    “We have delivered enough vaccines to Member States to be in a position to vaccinate fully at least 70% of EU adults still this month”, said Commission President Ursula von der Leyen as the EU marked a new milestone in the vaccination campaign on 11 July. She stressed however COVID-19 was not yet defeated, and that the EU was prepared to deliver more vaccines, including against new variants.

    Commission completes second successful bond issuance to support Europe's recovery

    In its second NextGenerationEU transaction, the Commission raised €15 billion to finance Europe's recovery from the coronavirus crisis and its consequences. This was a dual-tranche transaction, consisting of a €9 billion 5-year bond due on 6 July 2026 and a €6 billion 30-year bond due on 6 July 2051.

    Commission identifies five promising candidate therapeutics

    The EU Strategy on COVID-19 Therapeutics delivered its first outcome, with the announcement of the first portfolio of five therapeutics that could soon be available to treat patients across the EU. Four of these therapeutics are monoclonal antibodies under rolling review by the European Medicines Agency. Another one is an immunosuppressant, which has a marketing authorisation that could be extended to include the treatment of COVID-19 patients.

    NextGenerationEU: Commission carries out €800 million of first payments to foster crisis repair and resilience

    The Commission disbursed €800 million in payments under NextGenerationEU, the temporary instrument to finance Europe's recovery and foster a greener, more digital and resilient economy after the pandemic. The payments went to 41 national and regional programmes in 16 Member States (France, Greece, Czechia, Germany, Poland, Lithuania, the Netherlands, Slovakia, Estonia Austria, Denmark, Finland, Bulgaria, Sweden, Portugal and Croatia) from theRecovery Assistance for Cohesion and the Territories of Europe initiative (REACT-EU).

    Commission raises €20 billion in first transaction to support Europe's recovery

    In its first NextGenerationEU transaction, the Commission raised a €20 billion via a ten-year bond due on 4 July 2031 to finance Europe's recovery from the coronavirus crisis and its consequences. This is the largest-ever institutional bond issuance in Europe, the largest-ever institutional single tranche transaction and the largest amount the EU has raised in a single transaction.

    €1 billion Team Europe initiative on Africa

    European Commission President Ursula von der Leyen announced at the G20 Global Health Summit a Team Europe initiative on manufacturing and access to vaccines, medicines and health technologies in Africa. The initiative will help create an enabling environment for local vaccines manufacturing in Africa and tackle barriers on both supply and demand sides, backed by €1 billion from the EU budget and the European development finance institutions. This amount will be further enhanced by contributions from EU Member States.

    Commission signs a third contract with BioNTech-Pfizer for an additional 1.8 billion doses

    The European Commission signed a third contract with the pharmaceutical companies BioNTech and Pfizer. It reserves an additional 1.8 billion doses on behalf of all EU Member States, between end 2021 to 2023. It will allow for the purchase of 900 million doses of the current vaccine and of a vaccine adapted to variants, with the option to purchase an additional 900 million doses.

    651,000 doses of BioNTech and Pfizer vaccine, funded by the European Commission, will be shared with the Western Balkans with the facilitation of Austria. The first delivery to all the partners in the region is due in May, with regular tranches to continue until August.

    Commission ready to raise up to €800 billion for the recovery

    The Commission has taken steps to ensure that borrowing under the temporary recovery instrument NextGenerationEU will be financed on the most advantageous terms for EU countries and their citizens. The Commission will use a diversified funding strategy to raise up to around €800 billion in current prices until 2026. This approach will enable the Commission to raise the needed volumes in a smooth and efficient way. It will also attract investors to Europe and strengthen the international role of the euro.

    Accelerating the delivery of vaccines

    The European Commission reached an agreement with BioNTech-Pfizer to speed up the delivery of vaccines. 50 million additional doses, initially foreseen for the fourth quarter of 2021, will be delivered in the second quarter, starting in April. To prepare for the future, the Commission also announced it was entering into a negotiation with BioNTech-Pfizer for a third contract that would foresee the delivery of 1.8 billion doses of vaccine over the period of 2021 to 2023.

    €123 million for research and innovation to help combat the threat of COVID-19 variants

    The Commission mobilised €123 million from Horizon Europe, the EU research and innovation programme, for urgent research into coronavirus variants. This first emergency funding under Horizon Europe adds to a range of EU-funded research and innovation actions to fight the coronavirus and contributes to the Commission's activities in preventing and responding to the impact of coronavirus variants.

    First REACT-EU support measures for recovery and transition approved for the Netherlands and Austria

    The Netherlands and Austria became the first EU countries to make use of REACT-EU (Recovery Assistance for Cohesion and the Territories of Europe) after the Commission approved the first decisions that will increase the funding available for investments by nearly €262 million. Under NextGenerationEU, measures taken as part of REACT-EU will focus on supporting labour market resilience, jobs, SMEs and low-income families, as well as setting foundations for the green and digital transitions and a sustainable socio-economic recovery.

    Further €13 billion under SURE to six EU countries

    The Commission disbursed €13 billion to six EU countries in the sixth instalment of financial support under the SURE instrument. This was the third disbursement in 2021. Czechia received €1 billion, Belgium €2.2 billion, Spain €4.06 billion, Ireland €2.47 billion, Italy €1.87 billion and Poland €1.4 billion. This is the first time that Ireland has received funding under the instrument. The other five EU countries have already benefited from SURE loans.

    EU helps deliver vaccines to Moldova and medical items to Montenegro and North Macedonia

    The EU has supported Romania in delivering 50,400 doses of vaccines to Moldova, following Moldova's request through the EU Civil Protection Mechanism. The Commission coordinates and finances up to 75 % of the costs for transporting the assistance. The EU has also mobilised medical items via its RescEU medical reserve to North Macedonia and Montenegro to help them cope with the pandemic.

    New procedure to facilitate and speed up approval of adapted vaccines against COVID-19 variants

    The Commission introduced a measure to speed up the authorisation of adapted COVID-19 vaccines. This should allow companies to focus on gathering the necessary evidence in time and enable the authorisation of adapted vaccines with a smaller set of additional data submitted to the European Medicines Agency.

    Strengthening the transparency and authorisation mechanism for exports of COVID-19 vaccines

    The Commission introduced the principles of reciprocity and proportionality as new criteria to be considered for authorising exports under the transparency and authorisation mechanism for COVID-19 vaccine exports. This system has significantly improved the transparency of exports. Nevertheless, the objective to ensure timely access to COVID-19 vaccines for EU citizens is still not met.

    Commission proposes a Digital Green Certificate

    The Commission proposed to create a Digital Green Certificate to facilitate safe free movement inside the EU during the COVID-19 pandemic. The Digital Green Certificate will be a proof that a person has been vaccinated against COVID-19, received a negative test result or recovered from COVID-19. It will be available, free of charge, in digital or paper format. It will include a QR code to ensure security and authenticity of the certificate. The Commission will build a gateway to ensure all certificates can be verified across the EU, and support EU countries in the technical implementation of certificates.

    Commission disburses further €9 billion under SURE to seven EU countries

    €9 billion were disbursed to seven EU countries in the fifth instalment of financial support under the SURE instrument. Czechia received €1 billion, Spain €2.87 billion, Croatia €510 million, Italy €3.87 billion, Lithuania €302 million, Malta €123 million and Slovakia €330 million. These loans will assist EU countries in addressing sudden increases in public expenditure to preserve employment. To date, 16 EU countries have received a total of €62.5 billion under the SURE instrument in back-to-back loans.

    The European Commission granted a conditional marketing authorisation for the COVID‑19 vaccine developed by Janssen Pharmaceutica NV, one of the Janssen Pharmaceutical Companies of Johnson & Johnson, and the fourth COVID-19 vaccine authorised in the EU.

    Commission extends transparency and authorisation mechanism for exports of COVID-19 vaccines

    The Commission extended until the end of June the transparency and authorisation mechanism for COVID-19 vaccine exports. This follows persistent delays in some of the deliveries of vaccines to the EU. It is a targeted, proportionate, transparent and temporary measure. Committed to international solidarity, the EU excluded from this mechanism vaccine supplies for humanitarian aid or those supplies destined to countries under the COVAX Facility, as well as shipments to our neighbourhood.

    €530 million to support emergency measures against the coronavirus pandemic

    The Commission put forward a package of almost €530 million in additional financial support under the EU Solidarity Fund. It will contribute to the efforts deployed by 17 Member States and 3 accession countries (Austria, Belgium, Croatia, Czechia, Estonia, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Portugal, Romania, Spain and Albania, Montenegro and Serbia) to safeguard public health in fighting the coronavirus.

    Four million additional doses of BioNTech-Pfizer vaccine to be delivered in March

    The Commission reached an agreement with BioNTech-Pfizer for the supply of 4 million more doses of COVID-19 vaccines for EU countries to be delivered in March, in order to tackle coronavirus hotspots and to facilitate free border movement. The increase of dose deliveries in March is a result of the successful expansion of manufacturing capacities in Europe which was completed by mid-February.

    EU doubles contribution to COVAX to €1 billion

    The EU announced an additional €500 million for the COVAX Facility, doubling its contribution for this global initiative. COVAX is leading efforts to secure fair and equitable access to COVID-19 vaccines in low and middle-income countries. Team Europe is one of the lead contributors to COVAX with over €2.2 billion.

    Second contract with Moderna to ensure additional vaccine doses

    The Commission approved a second contract with the pharmaceutical company Moderna, which provides for an additional purchase of 300 million doses (150 million in 2021 and an option to purchase an additional 150 million in 2022) on behalf of all EU Member States. The new contract also provides for the possibility to donate the vaccine to lower and middle-income countries or to re-direct it to other European countries.

    Launch of the “HERA Incubator”

    The Commission proposed immediate action to prepare Europe for the increased threat of coronavirus variants, including through the new European bio-defence preparedness plan called“HERA Incubator” . The HERA Incubator will work with researchers, biotech companies, manufacturers and public authorities in the EU and globally to detect new variants, provide incentives to develop new and adapted vaccines, speed up the approval process for these vaccines, and ensure scaling up of manufacturing capacities.

    Council adopts Recovery and Resilience Facility

    The Council adopted a regulation establishing the Recovery and Resilience Facility, which lies at the heart of the EU’s recovery plan. It will make €672.5 billion in grants and loans available for public investment and reforms in the 27 EU countries to help them address the impact of the COVID-19 pandemic, to foster the green and digital transitions and to build resilient and inclusive societies. EU countries will receive support from the facility on the basis of their national recovery and resilience plans, which are currently under preparation.

    First disbursement of SURE funds in 2021

    The European Commission disbursed €14 billion to nine Member States in the fourth instalment of financial support to Member States under the SURE instrument. Belgium has received €2 billion, Cyprus €229 million, Hungary €304 million, Latvia €72 million, Poland €4.28 billion, Slovenia €913 million, Spain €1.03 billion, Greece €728 million and Italy €4.45 billion. These loans will assist Member States in addressing sudden increases in public expenditure to preserve employment. 15 Member States have so far received a total of €53.5 billion under the SURE instrument.

    Commission puts in place transparency and authorisation mechanism for exports of COVID-19 vaccines

    In an effort to ensure timely access to COVID-19 vaccines for all EU citizens and to tackle the current lack of transparency of vaccine exports outside the EU, the Commission put in place a measure requiring that such exports are subject to an authorisation by Member States.

    The European Commission granted a conditional marketing authorisation for the COVID‑19 vaccine developed by AstraZeneca, the third COVID-19 vaccine authorised in the EU. This authorisation follows a positive scientific recommendation based on a thorough assessment of the safety, effectiveness and quality of the vaccine by the European Medicines Agency and is endorsed by the Member States.

    Prolonging State aid Temporary Framework to further support the economy

    The Commission has decided to prolong until 31 December 2021 the State aid Temporary Framework adopted on 19 March 2020 to support the economy in the context of the coronavirus outbreak. The Commission has also decided to expand the scope of the Temporary Framework by increasing the ceilings set out in it and by allowing the conversion of certain repayable instruments into direct grants until the end of next year.

    EU countries adopt guidelines on proof of vaccination for medical purposes

    The EU countries, with the support of the European Commission, adopted guidelines on proof of vaccination for medical purposes. These guidelines aim to support the interoperability of vaccination certificates, meaning the contents of the vaccination certificates is uniform, and establish a minimum dataset for each certificate.

    Commission sets out key actions for a united front to beat COVID-19

    The Commission set out a number of actions needed to step up the fight against the pandemic. It called on EU countries to accelerate the roll-out of vaccination: by March 2021, at least 80% of people over the age of 80, and 80% of health and social care professionals in every country should be vaccinated. And by summer 2021, countries should have vaccinated a minimum of 70% of the adult population. The Commission also called on EU countries to continue to apply physical distancing, limit social contacts, fight disinformation, coordinate travel restrictions, ramp up testing, and increase contact tracing and genome sequencing to face up to the risk from new variants of the virus.

    Commission concludes exploratory talks with Valneva to secure a new potential vaccine

    The Commission concluded exploratory talks with the pharmaceutical company Valneva with a view to purchasing its potential vaccine against COVID-19. The envisaged contract with Valneva would provide for the possibility for all EU Member States to purchase together 30 million doses, and they could further purchase up to 30 million more doses.

    rescEU medical stockpile expands in four Member States

    Belgium, the Netherlands and Slovenia will become new host countries for rescEU medical supplies. In addition, a second medical reserve will be hosted by Germany – already a rescEU host country. In total, there are now nine countries hosting the common European stockpiles of medical equipment. This common European stock of lifesaving medical equipment is distributed across Europe at times of medical emergencies, for example when national health systems are overwhelmed by coronavirus patients.
