Global Gateway

What is the Global Gateway?

The Global Gateway is the EU’s strategy to invest in sustainable and trusted connections that work for people and the planet. It focuses on boosting smart, clean and secure links in areas like digital, energy and transport, while also strengthening health, education and research systems.

It addresses some of the most pressing global challenges, from fighting climate change, to improving health systems, and boosting competitiveness and security of supply chains.

The Global Gateway is also the EU’s contribution towards narrowing the global investment gap. It

  • aligns with the UN’s Agenda 2030 and its Sustainable Development Goals
  • aligns with the Paris Agreement
  • reflects the 2021 G7’s commitment to a values-driven, high-standard and transparent infrastructure partnership to meet global infrastructure development needs

What has the Global Gateway contributed to?

Since 2021, Team Europe has mobilised over €306 billion for high-quality, sustainable projects that

  • support partner countries’ development
  • create investment opportunities for EU businesses
  • maintain high environmental and labour standards

A first milestone of the Global Gateway was the Africa-Europe Investment Package, with approximately €150 billion of investment dedicated to strengthening partnerships with Africa. We are also implementing Global Gateway in Asia and the Pacific and in Latin America and the Caribbean.

To date, more than 250 key projects have been launched worldwide.

Principles

The European model of trusted connectivity in partner countries is long-term and in line with EU’s interests and values: rule of law, human rights and international norms and standards. It is about

  • smart, clean and secure investments in quality infrastructure
  • connecting goods, people and services around the world in a sustainable way

Global Gateway partnerships are based on 6 principles:

  • democratic values and high standards
  • equal partnerships
  • security focused
  • good governance and transparency
  • green and clean
  • catalysing private sector investment

Initiatives by region/country

Global Gateway is implemented through projects in Latin America and the Caribbean; the Middle East, Asia and the Pacific; and Sub-Saharan Africa.

Support mobilised by Team Europe

The Global Gateway is delivered through a Team Europe approach, which brings together the EU and EU Member States with their financial and development institutions. It also seeks to mobilise the private sector to leverage investments for a transformational impact.

The Global Gateway draws on the new financial tools in the EU multi-annual financial framework 2021-2027, in particular the Neighbourhood, Development and International Cooperation Instrument (NDICI)-Global Europe, the Instrument for Pre-Accession Assistance (IPA) III, the digital and international part of the Connecting Europe Facility, but also Interreg, InvestEU and Horizon Europe, the EU research and innovation programme.
