Acest raport reprezintă principala contribuție a Comisiei la procedura anuală de descărcare de gestiune. El descrie măsurile pe care le ia Comisia pentru a se asigura că bugetul UE este gestionat în conformitate cu cele mai înalte standarde de gestiune financiară sănătoasă. Adoptând acest raport, Comisia își asumă responsabilitatea politică generală pentru gestionarea bugetului UE. Raportul reprezintă ultima etapă a ciclului anual de planificare, programare și raportare al Comisiei. Raportul anual privind gestiunea și performanța pentru bugetul UE face parte din pachetul de rapoarte integrate privind aspectele financiare și răspunderea Comisiei, care conține și alte rapoarte, cum ar fi conturile consolidate. Pachetul de rapoarte integrate privind aspectele financiare și răspunderea reprezintă principala contribuție a Comisiei la procedura anuală de descărcare de gestiune, prin care Parlamentul European și Consiliul aprobă definitiv execuția bugetară pentru un anumit an.
