Page contents Page contents UppdragNämnden inrättades för att följa upp de fem ordförandenas rapport ”Färdigställandet av EU:s ekonomiska och monetära union” och stärka EU:s regelverk för ekonomisk styrning.Enligt artikel 24 i förordning (EU) 2024/1263 ska nämndenutvärdera genomförandet av EU:s regelverk för finanspolitisk styrningge råd om en lämplig framtida finanspolitisk inriktning för euroområdet som helhet och för de enskilda euroländerna inom ramen för stabilitets- och tillväxtpaktens reglerpå begäran av kommissionen eller rådet ge råd om genomförandet av stabilitets- och tillväxtpakten och om förlängningen av den allmänna undantagsklausulen i enlighet med artikel 25 i förordning (EU) 2024/1263samarbeta med de oberoende finanspolitiska institutioner som avses i artikel 8a i direktiv 2011/85/EUlägga fram förslag om den framtida utvecklingen av det finanspolitiska regelverket.SammansättningDen 16 april 2025 utnämnde kommissionen nya ledamöter. Först publicerades en inbjudan att anmäla intresse i Europeiska unionens officiella tidning den 7 augusti 2024 och sedan gjordes urvalet i enlighet med kommissionens beslut 2115/2024. Verktyget bygger på en databas som dokumenterar hur stabilitets- och tillväxtpaktens regler efterlevs rent numeriskt. Det tar inte hänsyn till rättsliga tolkningar eller det manöverutrymme som tillåts enligt lagen, utan bedömer hur de relevanta finanspolitiska målen – budgetbalansen, skuldkvoten i förhållande till BNP eller de offentliga utgifterna – har utvecklats kvantitativt i enlighet med huvuddragen i reglerna.Forecast trackerSedan 2025 uppdaterar nämndens sekretariat en databas med officiella prognoser med relevans för budgetövervakningen i EU. Resultaten sammanfattas och beskrivs i det användarvänliga verktyget Forecast tracker. Verktyget dokumenterar prognosutfall genom att jämföra prognoser med det faktiska utfallet och gör statistiska mätningar av prognosernas exakthet. I detta skede omfattar verktyget EU-kommissionens makroekonomiska prognoser som tjänar som riktmärken i EU:s budgetövervakning, och de prognoser som ligger till grund för EU-ländernas budgetplaner. Läs programmetErfarenheterna av de gällande finanspolitiska ramarna är i bästa fall blandade. Det visar den finanspolitiska nämndens nya utvärderingsrapport om EU:s finanspolitiska bestämmelser. Just nu pågår omfattande diskussioner om hur man bäst kan se över bestämmelserna och konferensen i februari är en del av denna debatt.
