A tervek a Bizottság prioritásai és stratégiai célkitűzései alapján meghatározzák, milyen teendők hárulnak az egyes szervezeti egységekre. A vezetők ezeknek a terveknek az alapján tudják elvégezni az általuk irányított szervezeti egységek tevékenységével, illetve erőforrás- és humánerőforrás-szükségleteivel kapcsolatos tervezési, nyomonkövetési és jelentéstételi feladatokat.
