On 24 February 2022, Russia launched a war of aggression against Ukraine, challenging Ukrainians’ aspirations for a better future, and for getting closer to the EU. This was an attack, not just against Ukraine, but against freedom, self-determination, and democracy.
Ever since the beginning of the war, the EU has stood up for Ukraine with unwavering commitment. We have provided the country with unprecedented political, financial, military and humanitarian support and have welcomed millions of Ukrainians seeking refuge in the Member States.
The EU will continue to offer assistance to Ukraine and impose hard-hitting sanctions against Russia and those complicit in the war.

4 February 2025 - Legal experts from the Commission, the EEAS, the Council of Europe, Ukraine, and 37 countries have laid the legal groundwork for a special tribunal to prosecute Russia for the crime of aggression against Ukraine. Once operational, it will hold Russian political and military leaders accountable, marking a significant step toward achieving justice.
The Commission has also requested the authorisation from the Council to open negotiations on setting up the International Claims Commission for Ukraine.
