Formålet med de strategiske planer og forvaltningsplanerne er at hjælpe Kommissionens afdelinger med at tilpasse deres arbejde til Kommissionens overordnede politiske mål og planlægge og forvalte aktiviteter for at udnytte ressourcerne så effektivt som muligt.
I deres strategiske planer beskriver Kommissionens afdelinger, hvordan de vil bidrage til Kommissionens 6 politiske prioriteter. De fastlægger specifikke mål for deres egen afdeling for en femårsperiode samt indikatorer, der skal hjælpe dem med at følge udviklingen. Alle afdelinger beretter hvert år om de fremskridt, der er gjort, i deres årlige aktivitetsrapporter.
