Účelem strategických plánů a plánů řízení je pomoci jednotlivým útvarům Komise sladit jejich činnost s celkovými politickými cíli tohoto orgánu a plánovat a řídit jejich úkoly způsobem, který co nejefektivnější využívá zdroje.
Jednotlivé organizační složky Komise popisují ve svých strategických plánech, jak přispějí k realizaci 6 politických priorit Komise. Definují si své vlastní specifické cíle na nadcházející pětileté období a stanoví si ukazatele, které jim pomohou sledovat dosažený pokrok. Všechny útvary předkládají každoročně zprávu o pokroku v rámci své výroční zprávy o činnosti.
