В него са описани действията на ведомството, произтичащи от приоритетите и стратегическите цели на Комисията. Този план дава възможност на ръководството на съответното ведомство да планира всички свои дейности и необходимите ресурси и персонал, да следи за изпълнението и използването им и да се отчита за тях.
