Addressing Ukraine's pressing military and defence needs The EU and its Member States have mobilised €66 billion in military support for Ukraine. This includes €6.1 billion under the European Peace Facility to support the delivery of military equipment.In addition, the EU Military Assistance Mission for Ukraine, funded with €362 million, is tackling the training needs of the Ukrainian Armed Forces and has trained 82,000 Ukrainian soldiers. Ramping up EU production capacitiesThe European defence industry has also increased its production capacity for ammunition by 40%. It is urgent to accelerate the delivery of missiles and ammunition, notably under the 1 million rounds of artillery ammunition initiative, and to provide Ukraine with more air defence systems. The EU will also ramp up its production capacity of ammunitions and missiles, following the adoption of the Act in Support to Ammunition Production (ASAP). Thanks to ASAP the Union's defence industry will be able to produce more and faster as the Regulation will support the industrial reinforcement throughout the supply chains of ammunition and missiles in the EU. It is a direct response to the call to urgently deliver ammunition, and if requested missiles, to Ukraine and to help Member States refill their stocks by introducing targeted measures. Increasing EU-Ukraine defence industry cooperation As underlined in the White Paper for European Defence Readiness 2030, the war of aggression has highlighted Ukraine’s highly innovative defence industry, with significant expertise in sectors such as AI and drone technology. Young and dynamic Ukrainian companies can help inspire the development of enhanced European defence capabilities, which in turn will increase Europe’s competitiveness. To this end, the European Commission has taken several measures to deepen defence industry cooperation between EU Member States and Ukraine.The Commission proposal for a European Defence Industry Programme regulation paves the way for Ukraine’s integration in the European defence equipment market through a dedicated Ukraine Support Instrument (USI) and by opening the programme’s activities to Ukraine’s participation. As part of the European Defence Industrial Strategy (EDIS), adopted in March 2024, the European Commission and the European External Action Service (EEAS) opened the EU Defence Innovation office in Kyiv to further solidify EU-Ukraine defence ties.In July 2025, the European Commission and Ukraine announced BraveTech EU, a joint EU-Ukraine initiative aimed at accelerating defence innovation through closer cooperation. BraveTech EU brings together the European Defence Fund (EDF), the EU Defence Innovation Scheme (EUDIS), and Ukraine’s BRAVE1 defence tech platform to create a unified framework for the joint development, testing, and deployment of cutting-edge defence solutions.
