Page contents Page contents MandaatHet comité is opgericht naar aanleiding van het verslag van de vijf voorzitters getiteld “De voltooiing van Europa’s economische en monetaire unie”. Het doel ervan is het EU-kader voor economische governance te versterken.Het Europees Begrotingscomité (EFB) heeft in de eerste plaats tot taak:op grond van artikel 24 van Verordening (EU) 2024/1263achteraf een tijdige evaluatie van de uitvoering van het Uniekader voor budgettaire governance te verstrekkenadvies uit te brengen over de toekomstige begrotingskoers voor de eurozone als geheel, en over de passende nationale begrotingskoers die daarmee in overeenstemming is binnen de regels van het stabiliteits- en groeipactop verzoek van de Commissie of de Raad advies te verstrekken over de uitvoering van het stabiliteits- en groeipact, met inbegrip van de verlenging van de algemene ontsnappingsclausule overeenkomstig artikel 25 van Verordening (EU) 2024/1263nauw samen te werken met onafhankelijke begrotingsinstellingen als bedoeld in artikel 8 bis van Richtlijn 2011/85/ EUsuggesties te doen voor de toekomstige ontwikkeling van het begrotingskader.SamenstellingOp 16 april 2025 heeft de Commissie nieuwe leden van het Europees Begrotingscomité benoemd. De resultaten zijn samengevat en worden gepresenteerd met behulp van een gebruiksvriendelijke tool, de COMPLIANCE TRACKER. De databank documenteert de kwantitatieve, en niet de juridische naleving. Er is alleen gekeken of de geaggregeerde begrotingsindicatoren, zoals begrotingstekort, schuldquote en overheidsuitgaven, in zuiver kwantitatief opzicht aan de regels beantwoordden of niet. Kwantitatieve naleving verschilt van juridische naleving, want bij dat laatste wordt ook rekening gehouden met juridische interpretaties of beoordelingsmarges die door de letter of de geest van het SGP worden toegestaan.Forecast trackerSinds 2025 actualiseert het secretariaat van het Europees Begrotingscomité een databank met officiële prognoses die relevant zijn voor het begrotingstoezicht van de EU. De resultaten zijn samengevat en gepresenteerd met behulp van een gebruiksvriendelijke tool, de FORECAST TRACKER. Het instrument documenteert de voorspelde prestaties door prognoses te vergelijken met de resultaten en biedt statistische maatstaven voor de nauwkeurigheid van de prognoses. In deze fase omvat het instrument de macro-economische prognoses van de Europese Commissie die dienen als benchmarks in het EU-kader voor begrotingstoezicht, en de prognoses die ten grondslag liggen aan de begrotingsplannen van de EU-lidstaten. Roel Beetsma, lid van het Europees Begrotingscomité, verzocht om op de door het directoraat-generaal Economische en Financiële Zaken van de Europese Commissie georganiseerde jaarlijkse onderzoeksconferentie een nota van Olivier Blanchard over het begrotingsbeleid in een klimaat van lage rente te bespreken. ACTIVITEIT | 24 september 2019 Op 24 september heeft prof. Niels Thygesen, voorzitter van het Europees Begrotingscomité, in het Europees Parlement in Brussel de beoordeling van de begrotingskoers in de eurozone voor 2020 door het comité gepresenteerd.ACTIVITEIT | 14 september 2019 Op 14 september 2019 was Niels Thygesen, voorzitter van het Europees Begrotingscomité, aanwezig op de informele zitting van de Raad Ecofin in Helsinki. Daar presenteerde hij een recent verslag van het comité over de doeltreffendheid van de EU-begrotingsregels.ACTIVITEIT | 8 juli 2019 Op 8 juli nam prof. Niels Thygesen, voorzitter van het Europees Begrotingscomité, deel aan de vergadering van de ministers van Financiën van de eurozone In Brussel. Daar presenteerde en besprak hij de beoordeling van de begrotingskoers in de eurozone voor 2020 door het comité. Voorafgaand aan de vergadering wisselde prof. Thygesen van gedachten met de voorzitter van de Eurogroep Mario Centeno.ACTIVITEIT | 25 juni 2019 Op 25 juni 2019 heeft het Europees Begrotingscomité zijn beoordeling van de begrotingskoers in de eurozone voor 2020 gepubliceerd. Het comité concludeert dat de economie van de eurozone als geheel in 2020 naar verwachting rond potentieel draait, en een neutraal begrotingsbeleid daarvoor passend is.ACTIVITEIT | 28 februari 2019 Op 28 februari 2019 vond in Brussel de eerste workshop van het Europees Begrotingscomité plaats. De bedoeling van de workshop was de ambtelijke diensten van de nationale parlementen van de EU-landen meer inzicht te geven in de belangrijkste fases en instrumenten van het Europees Semester en hun onderlinge samenwerking te verbeteren via de uitwisseling van kennis en goede werkwijzen.ACTIVITEIT | 3-4 juli 2018 Op 3 en 4 juli 2018 nam Mateusz Szczurek, lid van het Europees Begrotingscomité, deel aan de 10e jaarvergadering van het OESO-netwerk van parlementaire begrotingsambtenaren en onafhankelijke begrotingsinstanties in Seoul. Het was een uitstekende gelegenheid om het werk van het Europees Begrotingscomité uit te leggen aan een internationaal publiek en om goede werkwijzen uit te wisselen met andere onafhankelijke begrotingsinstanties.ACTIVITEIT | 2 juli 2018 Op 2 juli presenteerde prof. Thygesen, voorzitter van het Europees Begrotingscomité, het meest recente verslag van het Comité bij Bruegel, een in Brussel gevestigde denktank.ACTIVITEIT | 18 juni 2018 Op 18 juni presenteerde het Europees Begrotingscomité zijn meest recente verslag aan de pers. Het verslag bevat een overzicht van de macro-economische situatie en vooruitzichten in de eurozone, met daarnaast onafhankelijk advies over de algemene richting van het begrotingsbeleid in de eurozone. Verder wordt besproken hoe de begrotingsarchitectuur van de economische en monetaire unie kan worden verbeterd.ACTIVITEIT | 10 mei 2018 Op 10 mei 2018 heeft het Europees begrotingscomité deelgenomen aan de slotconferentie van het onderzoeksproject ADEMU aan het Europees Universitair Instituut in Florence. ADEMU is opgezet om het algemene begrotings- en monetair kader van de EU, en met name de eurozone, opnieuw te evalueren. Roel Beetsma, lid van het Europees Begrotingscomité en professor economie aan de Universiteit van Amsterdam, was uitgenodigd om in een beleidspanel te spreken over A New Fiscal and Monetary Framework for the EMU? The EU Presidents’ roadmap in 2018.ACTIVITEIT | 12 april 2018 Op 12 april 2018 had professor Niels Thygesen, voorzitter van het Europees begrotingscomité, in Lissabon een ontmoeting met de voorzitter van de eurogroep, de Portugese minister van Financiën Mário Centeno. De heer Roel Beetsma, lid van het Begrotingscomité, was uitgenodigd voor een paneldiscussie over het huidige begrotingskader van de EU.
