Study6 May 2019Study on ‘Fiscal Policy and the Assessment of Output Gaps in Real Time: an Exercise in Risk Management’Study on ‘Fiscal Policy and the Assessment of Output Gaps in Real Time: an Exercise in Risk Management’ Compliance trackerStarting in 2019, the secretariat of the European Fiscal Board regularly updates information on budgetary policies in the EU Member States vis-à-vis the rules of the Stability and Growth Pact (SGP). The results are summarised and presented in a user-friendly tool, the COMPLIANCE TRACKER. The database documents numerical as opposed to legal compliance. It assesses whether in pure quantitative terms the relevant fiscal aggregates – the budget balance, the debt-to-GDP ratio or government expenditure – evolved in line with the main course of action implied by the rules or not. Numerical compliance differs from legal compliance, as the latter involves legal interpretations or margins of discretion allowed by the letter or spirit of the SGP.Forecast trackerSince 2025, the secretariat of the European Fiscal Board updates a database with official forecasts relevant for EU fiscal surveillance. The results are summarised and presented in a user-friendly tool, the FORECAST TRACKER. The tool documents forecast performance by comparing projections with outturns and provides statistical measures of forecast accuracy. At this stage, the tool includes the macroeconomic projections of the European Commission, which serve as benchmarks in the EU’s fiscal surveillance framework, and the projections underpinning budgetary plans of EU Member States.
