The ex-post evaluation was undertaken in accordance with Article 18.6 of Regulation (EU) 2017/2396 (the ‘EFSI 2.0 Regulation’) by DG ECFIN, based on an independent evaluation by ICF SA under a DG EMPL framework contract (EMPL/2020/OP/0016). The evaluation covers the functioning of the EFSI, the use of the EU guarantee, the activity of the EIAH, and of the EIPP since the launch of the individual activities until 31 December 2021. The evaluation was performed against the criteria of relevance, effectiveness, efficiency, EU added value and coherence. Moreover, the evaluation also assessed the additionality of EFSI, as defined in the EFSI 2.0 Regulation. The ex-post evaluation was concluded in December 2022.
