On 24 February 2022, Russia launched a war of aggression against Ukraine, challenging Ukrainians’ aspirations for a better future, and for getting closer to the EU. This was an attack, not just against Ukraine, but against freedom, self-determination, and democracy.
Ever since the beginning of the war, the EU has stood up for Ukraine with unwavering commitment. We have provided the country with unprecedented political, financial, military and humanitarian support and have welcomed millions of Ukrainians seeking refuge in the Member States.
The EU will continue to offer assistance to Ukraine and impose hard-hitting sanctions against Russia and those complicit in the war.

25 June 2026 - At the Ukraine Recovery Conference, Commission President Ursula von der Leyen announced the disbursement of €3.2 billion as the first instalment of the €90 billion Ukraine Support Loan.
The funding will help Ukraine meet urgent financing needs and maintain essential state functions as it continues to defend itself against Russia’s war of aggression.
The disbursement follows Ukraine’s fulfilment of agreed reforms in areas including public finances, public investment, and customs.
