Strong and comprehensive EU response
The EU stands united in its unwavering support for Ukraine in the face of Russia’s war of aggression and illegal attempts to annex Ukrainian territory. We are committed to continue providing political, financial, economic, humanitarian, military and diplomatic support to Ukraine and its people for as long as it takes.
Total EU support to Ukraine
In total, EU support to Ukraine since the beginning of Russia’s war of aggression amounts to €204.8 billion. This includes:
- over €108.8 billion made available so far by Team Europe to support Ukraine’s overall economic, social, and financial resilience
- €75.2 billion in military assistance measures
- up to €17 billion to help Member States cater to the needs of Ukrainians in the EU
- €3.8 billion from the proceeds of Russian immobilised assets
Support mobilised by Team Europe
The EU, its Member States, and its financial institutions have decided to take a 'Team Europe' approach in response to Russia's war of aggression. This means that we are working together and pooling our resources and expertise in order to deliver a greater impact for Ukraine.
Since the start of the aggression, Team Europe has made available over €108.8 billion in support for Ukraine. This includes:
- €43.3 billion in disbursed macro-financial assistance to help Ukraine address urgent needs on the ground
- €40.4 billion in direct and indirect assistance under the Ukraine Facility
- €15 billion in support from EU Member States
- €2.8 billion in loans and guarantees by the EIB, EBRD and other international financial institutions guaranteed by the EU
- €1.4 billion in humanitarian assistance
- €1.2 billion in bilateral cooperation
- €4.5 billion in other types of support
Other types of support include
- €1.7 billion in macro-financial assistance+ interest rate subsidies
- €1.6 billion in Connecting Europe Facility support for Solidarity Lanes
- €330 million in support as part of an emergency package
- €315 million for ongoing projects adjusted to meet urgent needs on the ground
- €304 million for crisis response measures
- €114 million for school rehabilitation and school buses
- €31 million in support for civil society
- €85 million for nuclear safety cooperation
