2023 Consumer Conditions Scoreboard
Key findings show how consumers responded to multiple crises: 37% of EU consumers adapted to high inflation by dipping into their savings while 71% took measures to reduce their energy consumption at home. Post-COVID, only 33% agreed that they would accept a voucher instead of a refund in case of travel cancellation.

Attitudes of European consumers towards high energy prices and cost of living
European consumers report changes in their habits to save energy and reduce costs: seven in ten have done so at home (71%) and a quarter in transport (28%) . Almost half are concerned about paying their bills in the next six months (48%) and one in five are very concerned (20%). This survey was carried out between 11 and 24 October 2022 by the company Ipsos and published on 7 November 2022.

In 2021 - a new online Consumer Scoreboard
The New Consumer Agenda was adopted end 2020, one of its key action is the provision of relevant information to ensure informed policymaking. The Consumer Conditions Scoreboard puts together different sources of information and is regularly updated in order to:
- monitor the impact of the measures in the New Consumer Agenda on consumer markets;
- assess, and where appropriate, support the enforcement capacities of Member States;
- provide detailed information in the form of factsheets and searchable databases to allow consumer policy stakeholders and researchers carry out their own analysis.
The Scoreboard is an online only publication. Information is provided as key highlights and statistical factsheets, as well as databases. In 2021, the scoreboard combined data from two major surveys: the consumer conditions survey and the market surveys. Other official data sources, mainly Eurostat, are also used in highlights.

Consumer scoreboards published between 2008 and 2019
Before 2019 the scoreboard was based mainly on surveys of consumers' and retailers' attitudes towards cross-border trade and consumer protection. It monitored national conditions for consumers in three areas: knowledge and trust, compliance and enforcement, complaints and dispute resolution.

Consumer conditions scoreboard: consumers at home in the single market - 2019 edition
Markets scoreboard
Between 2008 and 2018, the markets scoreboard tracked the performance of more than 40 markets. It assessed the experience of consumers, providing key indicators on trust in sellers to respect consumer protection rules, comparability of offers, choice available in the market, fulfilment of consumer expectations, and detriment caused by problems. Other relevant indicators, such as prices and switching, were also analysed. The findings are based on data from the Market monitoring survey.
