European Commission’s DG REFORM will present the EU Green Budgeting Project at the COP26 Conference’s EU Pavilion. This year, the EU Pavilion programme will include physical side events in Glasgow, a studio in Brussels, as well as digital side events. DG REFORM’s project will be showcased during the session on “How can public money contribute to a clean transition?” This session includes DG REFORM’s dedicated panel discussion titled: “Green budgeting: how to make it happen”. This debate starts on Thursday, 4th November at 7.10 pm (Brussels time). Speaking from the European Commission’s TV studio in Brussels, Mario Nava, DG REFORM Director-General, will focus on the importance of supporting Member States to implement the Green Deal. Irena Drmaž, Director-General of the Budget Directorate at the Ministry of Finance in Slovenia will share experience from the perspective of a TSI support beneficiary, reflecting on how Slovenia plans to implement green budget tagging. Louise Kessler, Director at the Institute for Climate Economics will moderate this panel. The Green Budgeting Training Project builds on the methodological paper jointly drafted by the European Commission, the IMF and the OECD. This paper will be presented by DG ECFIN and the two international organisations during the same session. EU Green Budgeting Project in a nutshell Through the Technical Support Instrument, DG REFORM provides timely and high quality technical support to EU Member States aiming at designing and implementing growth-enhancing and inclusive reforms towards a green transition. 23 Member States have joined the Green Budgeting Project. Training sessions are organised by the European Commission, in collaboration with Expertise France, and in cooperation with the Institute for Climate Economics (I4CE). This project is a concrete example of how the European Commission can support Member States in the Green transition, by combining policy development with technical support for piloting and implementation at national level. This project is scalable and replicable at regional/local level, as well as outside the EU.
