Eligibility and admissibility

A proposal has to follow the eligibility and admissibility criteria set out in the call for proposals guidelines.

Eligibility

Specific criteria are set per programme and per individual call. Always check the call guidelines. However, there are basic eligibility checks. For instance whether the project proposal:

  • involves enough of the right participants
  • is in accordance to the procedure and within the submission period

Once a proposal has been submitted, the Commission does the following:

  • checks it is admissible (complete and properly put together) and eligible
  • asks independent experts to evaluate it

Admissibility

Certain criteria must be followed to ensure the application is considered. This includes:

  • a completed admission accompanied by the relevant administrative forms, proposal description and any supporting documents specified in the call. Check the standard admissibility criteria for details of supporting documents required

  • a draft plan for the exploitation and dissemination of the results, unless otherwise specified in the call conditions. The draft plan is not required for proposals at the first stage of a 2-stage procedure

  • a page limit which will apply to proposals/applications and must not exceed the maximum number of pages indicated in the proposal template

The admissibility and eligibility criteria are detailed in the call guidelines. For an example, please check the eligibility and evaluation criteria page and the references collected there.
