Responsibilities
Budget and anti-fraud
As Commissioner for Budget, Anti-Fraud and Public Administration, Piotr Serafin is tasked with leading the work to prepare the next long-term EU budget and with facilitating a smooth transition from the current budget to the next one.
He is responsible for:
- developing a new approach for a modern and reinforced EU budget, moving to a policy-based budget from a programme-based budget
- proposing a European Competitiveness Fund establishing an investment capacity that will support strategic sectors critical to the EU competitiveness
- leading the work to introduce new own resources
- leading the work on a strengthened Commission framework and governance for risk management of the EU financial activities
- leading the preparation and negotiations of annual budgets
- protecting the EU budget and fighting against fraud, including by coordinating the implementation of the Conditionality Regulation, to ensure that the respect of the rule of law remains imperative for EU funds
- leading a review of the overall anti-fraud architecture linked to the EU’s financial interests, ensuring an effective and efficient cooperation with the European Public Prosecutor’s Office to protect the EU budget

A modern public administration
The Commissioner is also tasked with ensuring that Europe can draw on a modern, efficient public administration to deliver on our political priorities and make a difference for Europeans in their everyday life.
He is responsible for:
- carrying out a large-scale review of the Commission’s organisation and operations, together with an external benchmarking exercise
- working with President von der Leyen on making the Commission a truly inclusive and sustainable place of work
- making proposals to improve recruitment and talent management
- making the modernisation of HR processes a priority by simplifying, harmonising and speeding up HR policies and processes

Transparency
Meetings and missions
As part of the Commission's commitment to transparency, Commissioners and their Cabinet members publish information on and minutes of all meetings they hold with interest representatives. Every two months, they also publish an overview of mission expenses.

Declaration of interests
In line with the Commission's Code of Conduct for Members of the Commission, each Member of the Commission publishes a declaration of interests. The declarations of the Commissioners-designate can be found on the European Parliament’s website, where they were published before the confirmation hearings of the Commissioners.
The declarations of interests of the new Members of the Commission will be updated and published here at the beginning of 2025 in line with Article 3 of the Code of Conduct for the Members of the European Commission. Machine-readable versions of all declarations will also be made available in line with the requirements of the Code of Conduct. The declarations of interests follow the requirements set out in Article 3 and Annex 1 of the Code of Conduct for Commissioners.
