Mid-term Evaluation of the Europe for Citizens programme

As foreseen by the Council Regulation establishing the Europe for Citizens programme (2014-2020), the Commission carried out a mid-term evaluation of the Europe for Citizens programme in 2017. The Commission report was published in the beginning of 2018. It has been supported by the external mid-term evaluation study prepared by Deloitte and Coffey.

Study on Maximising the Potential of Mobility in Building European Identity and Promoting Civic Participation
ECORYS was commissioned by the European Commission's Education, Audiovisual & Culture Executive Agency and DG Communication to carry out a study on ‘Maximising the potential of mobility in building European identity and promoting civic participation in EU’, to better understand how the potential to support civil society mobility offered by the Europe for citizens programme can be enhanced and fully exploited.

Citizenship Education in Europe
All EU Member States have integrated 'citizenship education' into their primary and secondary school curricula - albeit with different approaches, according to a report published today by the European Commission. Improving knowledge and skills for teaching the subject remains a challenge, however, with only two countries (UK - England and Slovakia) offering training for prospective specialist teachers in initial teacher education programmes. The report indicates a general consensus that citizenship education should aim to develop critical thinking, analytical skills and attitudes to foster active participation in school and society.

Participatory Citizenship in the European Union Institute of Education
The study 'Participatory Citizenship in the European Union' mapped the theory, policy, practices and levels of engagement across Europe into 3 reports: the Contextual Report, the Analytic Report and the Good Practice Report. Data was collected from the 27 EU member states by experts. This was complemented with the analysis of European and international datasets and the most up to date literature in the field. A 4th report includes the policy recommendations: these are oriented towards the Europe 2020 strategy for ‘smart, sustainable and inclusive growth’ overall and, more specifically, to policies and actions in the context of developing the new Europe for Citizens Programme 2014 – 2020, and in light of the upcoming 2013 European Year of Citizens, and the 2014 European elections.
