The Pact on Migration and Asylum is a set of legislative rules and policies aimed at creating a fairer, efficient, and more sustainable migration and asylum process for the European Union. This page contains an overview of the status of Commission’s proposals.

EU Asylum Agency
Establishing a fully-fledged European Union Agency for Asylum.
Blue Card Directive
Assisting employers in recruiting from outside the EU by making the process easier and more accessible.
Single Permit
To make the process of obtaining a single permit quicker and easier for applicants and employers.
Qualification
To harmonise protection standards in the EU and put an end to secondary movements and asylum shopping.
Reception Conditions
To harmonise reception conditions throughout the EU.
Resettlement Framework
To align how EU Member States resettle recognised refugees from outside EU territory, such as those in refugee camps.
Asylum and Migration Management
To establish a new solidarity mechanism amongst Member States to balance the current system where a few countries are responsible for the vast majority of asylum applications, and clear rules on responsibility for asylum applications.
Screening
To introduce a new health, identity and security check at all EU external borders.
Asylum Procedures
To reduce differences in recognition rates, discourage secondary movements and ensure introduce a new border procedure.
Eurodac
To adapt and reinforce the Eurodac fingerprint database to facilitate returns and help tackle irregular migration.
Crisis and Force Majeure
To set out the exceptional measures that can and should be taken to deal with crisis situations to allow Member States to act quickly and decisively.

Long-Term Residents
To make it easier to acquire the EU long-term residence status by simplifying the admission conditions.
Trilogues between the European Parliament, the Council and the Commission are ongoing.
Return
To streamline return procedures and close gaps by linking the issuance of a negative asylum decision with a return order.
The Council adopted a negotiating mandate in June 2019. Work is ongoing in the European Parliament to adopt its negotiating mandate.
