Ex post evaluation of the Structural Reform Support Programme

Description

The Ex-post evaluation of the Structural Reform Support Programme 2017-2020 covered 826 SRSP-funded projects across the 27 Member States. Supported by an external study, and in line with the Better Regulation guidelines, the evaluation assessed the programme along 5 dimensions: Effectiveness, Efficiency, Coherence, EU added-value, Relevance.  

According to the report, the Programme’s general objective of supporting institutional, administrative, and growth-sustaining structural reforms in the Member States was successfully achieved. The SRSP was found to be a highly relevant instrument well-tailored to enhancing the administrative capacities of Member States to design and implement reforms and address challenges. Key factors included the strong involvement of the national administrations and their ownership of projects

The Technical Support Instrument took over from the SRSP in 2021 and is since then the Commission's main instrument to provide technical support to reforms in the EU.
