The Recovery and Resilience Facility supports municipalities in their efforts to increase housing density, in areas affected by housing shortages. The support to dense housing operations helps limiting urban sprawl and preserving biodiversity and agricultural land. The scheme supports operations that comply with the new thermal regulation RE2020 (reform also supported by the RRF), whose objective is to reduce the carbon impact of new buildings and to increase their energy performance. The aid is granted to municipalities in which social housing represents at least 20% of the residential stock; and for construction programmes that include at least two dwellings exceeding certain density thresholds. By the end of 2021 more than 1200 municipalities had benefited from the scheme thanks to the support of the EU Recovery and Resilience Facility. More information and press releases can be found here.
