Road safety

The reform aims at improving road safety in Bulgaria as well as reducing the number of victims of road accidents.

The National Strategy for Road Safety in the Republic of Bulgaria for the period 2021-2030 and the accompanying Action Plan (2021-2023) are expected to influence: overall road safety management, the behaviour of road users, road infrastructure, the enforcement of the existing legal framework in this field and vehicle safety and post-crash response. It should also result in the removal of at least 50% of the total number of road safety blackspots/hotspots and is expected to lead to a 30% reduction of annual deaths and serious injuries from road safety accidents by 2025 (compared to 2019).

The Strategy and the Action Plan entered into force on 1 January 2021 and their implementation is ongoing.

The finalisation of the reform is planned for Q1 2026.
