The definition of land use and the mapping of property rights are important factors for both economic development and the protection of a country’s environment. Unclear land use and property rights deter businesses from investing as they face the risk of litigation about their acquired property or their right to use the land in the way they plan.
Ambiguity is equally detrimental to environmental protection as residential development takes place in an unregulated way and industrial or tourism investments may take place in environmentally sensitive areas in need of protection.
Greece lags significantly behind other European countries in terms of spatial planning.
For that reason, the Greek Recovery and Resilience Plan includes the elaboration of Local Urban Plans covering the whole country.
The Local Urban Plans determine which areas in a municipality are residential, which are dedicated to business (industrial parks, etc.), which are protected ones (where land use and construction restrictions or prohibitions are set, e.g. forest areas), and which areas can accommodate a combination of activities.
The project is crucial for the development of productive activities, especially in the sectors of renewable energy sources and circular economy, areas of special urban incentives, for the allocation and construction of all types of projects and infrastructures, the protection of environment and the definition of actions to mitigate and/or adapt to climate change.
