Establishment of a National Fund for Decarbonisation

The reform foresees an assessment of the national energy efficiency regulatory framework and the establishment of a National Decarbonisation Fund.

The first step, an assessment of the national energy efficiency regulatory framework by an independent expert panel including recommendations for the fund, has been completed.

The next steps in the reform include the entry into force of legal acts establishing the National Decarbonisation Fund and defining:

  • the purpose of the Fund, including to finance energy efficiency and renewable energy;
  • the eligible uses of the Fund’s resources, including for the provision of financial instrument, for example credit lines, guarantees and/or a combination of them with a grant component, as well as technical assistance for the preparation of projects;
  • the bodies of the Fund and their competencies;  
  • the Fund Manager as a legal person or a consortium of legal persons.

Further steps include the signature of a contract between the Management Board of the National  Fund for Decarbonisation and the selected Fund Manager, as well as the adoption operating rules of the Fund.

The reform has a final expected date for implementation on 31 December 2025..
