We are

We are Unit A1 - Workforce Foresight, responsible for Workforce Analysis & geographical balance at Directorate General for Human Resources and Security.

Our mission covers the following areas:

  • Geographical Balance - establishing a geographically balanced workforce in the European Commission, i.e., all EU nationalities are appropriately represented.
  • Workforce planning – preparing the European Commission workforce for future challenges, including by analyzing skills needs for the future (also linked to the artificial intelligence.

Unit HR.A1 'Workforce Foresight', was created in Directorate A, when DG HR’s new organization entered into force in February 2022. This new unit has an important strategic role in building expertise in workforce planning. The Commission aims to remain an employer of choice for diverse and high-quality talents from across all Member States and backgrounds. Therefore, a key responsibility is to develop, implement and monitor a rolling Commission-wide workforce plan to anticipate long-term needs, involving all Commission services and taking into account new policy priorities, projected staff inflows and outflows, new skills needs and emerging technologies (including the artificial intelligence). A sound and robust methodology for workforce planning will need to be developed and there is a need to follow recent advancements and good practices of workforce planning among internal and external stakeholders. In particular, building the workforce of the future requires an accurate and highly coordinated corporate view of needed skills and an agile recruitment process and these are in the center of the unit’s work.

The A1 unit is also responsible for coordinating the political priority linked to establishing the geographically balanced EC Staff. Joint action plans to improve geographical balance across different categories of Commission staff have been finalized in collaboration with the under-represented Member States and the implementation of measures contained therein will continue in 2023. The unit is responsible for designing the assessment methodology for evaluating the efficiency of implemented measures and is contributing to the preparation of the legal framework that would enable the implementation of additional and more targeted measures to address the observed imbalance between nationalities. Regarding the soft measures, DG HR and A1 are supporting measures implemented by Member States, e.g. by helping with communication and outreach activities targeting potential applicants.

We look for

We are looking for a motivated candidate able to actively contribute to the Unit's strategic work, analyze data and information, draw conclusions, suggest policy options and contribute to drafting policy documents and reports.

Our candidate is expected to proactively participate in the strategic viewing/analysis of the future skills needs of the Commission's workforce, taking into account the challenges/opportunities of AI, and other automation tools available, and based on this analysis be able to define policy solutions.

The candidate will also help identify the needs for a more flexible workforce while monitoring developments as regards the geographical balance of the Member States in the EC workforce, taking into account very present political sensitivities related to the topic. The chosen candidate will learn how the Commission operates internally, and how it collaborates with other EU institutions and stakeholders.
