Communication Contractual Solutions Officer (Temporary Agent)

Who we are

The Directorate-General for Communication (DG COMM) promotes the political priorities of the European Commission and contributes to bringing Europe closer to citizens.

Directorate B (Strategy & Corporate Communication) oversees the Commission’s corporate communication activities and domain leadership for external communication, in a medium to long-term perspective. This includes in particular corporate campaigns, governance of external communication, corporate contracts, the Europa website, Europe Direct Contact Centre and Experience Europe.

The “Corporate Contracts” sector has two distinctive responsibilities: firstly, the procurement of the framework contracts and other contractual solutions such as external communication experts’ lists, and secondly, offering the services of the corporate communication contracts team for contractual solutions to the Commission services and other contracting authorities (executive agencies, decentralised agencies and bodies and other institutions).

What we propose

We are looking for a colleague who acts as an intellectual powerhouse and is able to guide colleagues in Commission services on how to use existing framework contracts to outsource communication. You will need to assess effective and cost-efficient delivery, in line with our political priorities, and to assure quality control.

You will be in contact with various Commission services who wish to embark on complex communication actions. You will explore and understand their operational needs and will be able to convert them into contractual specifications, with clear milestones and timelines, allowing Commission services to follow and measure delivery, and ultimately, success. You will therefore guide Commission services in writing specifications matching needs with the existing framework contracts, including budgets, key performance indicators, award criteria, etc. You will then accompany colleagues through the contractual procedures and delivery, troubleshooting and assisting as needed.

You would also be ready to dive deep and get an excellent understanding of our communication framework contracts and to generate actionable guidelines, facilitating the use of contractual tools and proposing new ones.

Whenever needed, you will listen carefully and absorb operational experience from services to turn it into suggestions for further improved framework agreements.

A dynamic, proactive and motivated team player who enjoys tackling new challenges. The qualifications for this job include:

  • Previous experience in corporate communication

The ideal candidate would have at least five years of professional experience in managing corporate communication, and a very strong background in values-based communication, preferably in a multilingual environment. An university degree in communication studies would be an advantage.

  • Organisational and analytical skills

Our new colleague will shift between several concomitant projects, understanding their intricacies and breaking them into clear and actionable tasks and timelines. Knowledge preservation and management are crucial, and significant effort is expected in building and maintaining the internal knowledge base.

  • Service orientation, tact and diplomacy

This position means to permanently deal with various Commission services (our clients), contractors (our partners) and various external stakeholders. You will constantly troubleshoot, manage expectations and act as a fair broker between the various actors, keeping in mind contractual requirements, operational constraints, with client satisfaction and successful delivery as ultimate goals.

  • Knowledge of or readiness to learn about the Commission’s administrative and procurement procedures and decision making

Experience and knowledge of financial, procurement and administrative procedures (e.g. on procurement and financial management, anti-fraud, data protection, document management) is an asset, and so is familiarity with contract and procurement law.

The ideal candidate would also have an understanding of political processes and decision-making.

  • You should be fluent in EN and good French knowledge would be an asset.
