Open calls for expressions of interest Call for external communication experts Dynamic purchasing system Deadline 13/08/2027 - Dynamic Purchasing System related to citizen participation and deliberative processesUpdate 29/09/2023The European Commission, Directorate-General for Communication (COMM), published on 19/07/2023 in the Official Journal of the European Union a call for Requests to Participate in a Dynamic Purchasing System (DPS) related to citizen participation and deliberative processes and split in four categories (438876-2023; 437370-2023; 438340-2023; 438461-2023) .The first mini-competitions under Category 1 - Pan-European or Multinational Participatory and Deliberative Processes (438876-2023) and under Category 4 - Digital Platform Setup, Moderation and Analysis (438461-2023) will be launched very soon. While there is a four-year time limit for joining the DPS itself, each mini-competition will only be open to companies already admitted to the DPS at the time of the launch of the mini-competition. DG COMM warmly encourages all interested economic operators to submit their application on the Mercell platform, in order to be able to participate in these upcoming mini-competitions under the DPS.Update 19/07/2023On 19/07/2023 the European Commission, Directorate-General for Communication (COMM), published in the Official Journal of the European Union a new call to participate in a Dynamic Purchasing System split in four categories (438876-2023; 437370-2023; 438340-2023; 438461-2023) and targeting expertise and capacity to support its growing needs to engage citizens in policy-making.All economic operators capable of delivering services related to citizen participation and deliberative processes are invited to submit their request to participate.This would be of particular interest to organisations and companies with prior experience in planning, designing and implementing various participatory and deliberative formats; entities skilled in stratified sampling for the random selection of participants from across Europe for Commission-led participatory exercises of various scales; as well as entities experienced with the setup, moderation and analysis of digital participatory platforms.The DPS is a two-stage procurement procedure, which remains open to new entrants throughout its lifetime. Latest closed procedures Deadline 12/06/2025 – Multiple framework contract for the organisation of information and communication campaignsThe European Commission is looking to contract advertising and communication agencies for information and communication campaigns. The services needed revolve around the design, implementation, and evaluation of integrated information and communication campaigns. This includes content production (e.g., audiovisual, editorial, and digital tools), dissemination through various media channels, monitoring and performance measurement, and project management services. Additionally, the framework contract services require localisation, environmental sustainability, and accessibility in all aspects of the campaigns. The current framework contract ends 27/10/2025 and the services under it are widely used by the EC for important corporate communication campaigns.
