This evaluation of the EU budgetary guarantee underpinning the European Investment Bank’s External Lending Mandate has been undertaken in response to a request by the European Parliament and the Council. It reviews the implementation of Decision 466/2014/EU in 2014-18 and provides input for the design of the new External Action Guarantee in the context of the post-2020 Neighbourhood, Development and International Cooperation Instrument.
