EU funding for Roma integration

For the 2014-2020 period, Italy will be allocated a total of €32 billion in European Social Fund (ESF) and European Regional Development Fund (ERDF) funds. At least 26.5% of this amount will be spent on the ESF, with at least 20% of that going towards promoting social inclusion and combating poverty. The latter amount could also finance Roma-related measures.

As for the ERDF, part of the amount allocated to social inclusion and the fight against poverty (some €1 billion) will be earmarked for the Roma.

There are 24 operational programmes (OPs), 21 at regional/provincial level and three centrally managed by the Ministry of labour and the Ministry for education and research. The Ministry of labour and social policies, Directorate-General for Active and Passive Labour Policies is also responsible for overall ESF coordination.

Facts and figures

The Council of Europe estimates that there are approximately 140,000 Roma live in Italy (0.23% of the population).

National Strategy for Roma integration

One of the main objectives of Italy’s national strategy for the Roma is to ensure education for all Roma children, to promote non-discriminatory access to education and address school drop-outs. The strategy also aims to end the practice of Roma people living in “camps".

Italy’s national Roma integration strategy focuses on eliminating poverty and social exclusion among marginalised Roma communities. Another action point is to improve the Roma's living conditions, replacing Roma camps with safe housing and promoting microcredit, as well as a vaccination campaign for Roma families.

Assessment of Italy’s strategy implementation

In 2014 the Commission adopted its assessment on the progress made in the implementation of the national Roma integration strategies in the 4 key areas of education, employment, healthcare and housing, as well as in the fight against discrimination and the use of funding.
