The New Consumer Agenda stipulates the importance of understanding how consumers’ behaviour adjusts in the long term in the aftermath of the pandemic, and to develop the necessary foresight to inform future policy action and to take into account data and evidence from research on consumers’ behaviour when assessing the resilience of the EU to future shocks. With this in mind, the foresight study was carried out, to help future-proof consumer policy in the context of the twin transition and the short- and long-termed impacts of the COVID-19 pandemic on consumer behaviour, consumption patterns and markets in Europe with a time horizon of 2025 to 2030.
