High-level group on own resources

The mission and conclusions of the high-level group on own resources (HLGOR), chaired by Mario Monti, which was created to suggest potential reforms to the EU own resources system in the EU long-term budget.

The high-level group on own resources (HLGOR) was established in February 2014 to reflect on finding more transparent, simple, fair and democratically accountable ways to finance the EU.

The Group was chaired by former Italian Prime Minister and EU Commissioner Mario Monti and was composed of Members designated by the European Parliament, the Council and the European Commission.

The final report and recommendations, "Future financing of the EU", was published in December 2016 and presented to the European Parliament and Council in January 2017. The report marked the end of the work of the Group, which was dissolved afterward.
