Urban regneration of Viale Garibaldi, Vercelli - PINQUA

Mission 5 Component 2 – Investment 2.3 - PINQUA  -  Italy's Recovery and Resilience plan provides for the development of new public residential buildings to address housing challenges, especially focusing on existing public assets and revitalizing degraded areas. The emphasis is on green innovation and sustainability. 

The investment consists of two main strategies, both executed without using new land:

Upgrading and expanding social housing, enhancing urban quality, improving accessibility and safety, addressing housing shortages, and boosting environmental quality. 

This involves employing innovative models and tools for urban management, inclusion, and well-being.

Targeted initiatives on public residential buildings with significant strategic impact nationally. The selection of funding proposals will be based on indicators that assess the environmental, social, cultural, urban-territorial, economic-financial, and technological-processual impacts of the projects.

The investment is financed by Italy’s Recovery and Resilience plan by EUR 1.4 billion. 

The project of the requalificaiton of Viale Garibaldi in Vercelli is part of the context of the "Pinqua" initiatives ("Innovative Programme for the Quality of Living"). The intervention includes the removal of the lateral sections of car parking, which will be replaced by a bike lane, the modernization of the pavement in the central section of the avenue, and the planting of new trees to enhance the biodiversity of tree species.

In essence, the landscape project is designed as a 'well-being project,' as it enables the provision of key ecosystem services to promote the health and environmental comfort of citizens. Another goal of the project is to pay attention to animals (birds, pollinating insects, etc.), often overlooked in the design of livable spaces but crucial for urban biodiversity.

The Italy’s Recovery and Resilience plan contribution amounts to EUR 2.5 million.
