The aim of the reform is to contribute to ensuring broadband coverage for the entire territory of the Republic of Slovenia.

To this end, the National Assembly of the Republic of Slovenia adopted an amendment to the Electronic Communications Act (ZEKom-2), which makes it possible to optimise procedures for the construction of electronic communications networks and to increase the efficiency of joint construction and predictability of the business environment. The amendments entered into force in November 2022.

To this end, in August 2022 the Government of the Republic of Slovenia also adopted a national gigabit infrastructure development plan for 2030, which sets out the needs for the development of country-wide broadband coverage and measures to achieve this target. The plan is fully aligned with the core digital connectivity objectives of the European Union. It also adopted the National Broadband Development Plan 2021-2025.
