The aim of the reform is to help resolve the problem of irregular sewage disposal in rural areas. For this purpose, the Water Law and certain other acts were amended, imposing new monitoring obligations on municipal authorities and equipping them with new powers and tools to control sewage disposal and enforce adherence to rules. This includes the ability to organize paid sewage disposal from properties whose owners fail to meet their obligations in this regard. The reform entered into force in 2022.
