Copyright: Žan Kolman / Office of the Prime Minister The objective of the reform is to increase the resilience of the labour market by ensuring, in particular, its adaptation to demographic trends.Structural measures within the reform aim at providing legal and strategic bases to strengthen labour market resilience, which will contribute to ensuring quality jobs and increasing labour market participation.An Act shall establish a crisis short-time work scheme with the objective of preserving jobs in the event of unforeseen circumstances. The law will be prepared on the basis of an analysis of needs and experience with the implementation of the intervention measure during the COVID-19 epidemic and during the energy crisis in 2022. Social partners have endorsed the draft bill in January 2025 and the government adopted the bill in March 2025, starting the legislative procedure in the parliament.In order to limit the transition to inactivity before retirement conditions are met, the provisions of the Labour Market Regulation Act in the field of unemployment insurance will be amended to address in particular the aspect of extension, activity and prevention of early exits from the labour market. The Government of the Republic of Slovenia forwarded the draft amendment to the Act to the social partners on 24 June 2024.In addition, based on the evaluation carried out on active labour market policy measures, an update of the implementation documents of the Guidelines for the implementation of active labour market policy measures 2021-2025 will be carried out to ensure effective implementation and achievement of the strategic objectives set.
