Strengthening the stock of public rental housing

The reform will increase the number of public rentals in Slovenia, especially for socially disadvantaged and marginalised groups.

The reform includes the adoption of the Act amending the Housing Act, which entered into force on 19 June 2021. The law determines the amount of the non-profit rent of public housing funds and allows for additional borrowing of these funds. The objectives are to ensure the long-term financial stability of public housing funds in Slovenia. The amendments also put in place a public housing rental service aimed at acquiring and renovating existing empty privately owned housing for the purpose of affordable housing.

Overall, the reform will facilitate the construction of at least 5,000 additional rental dwellings and the activation of around 2,000 currently empty private dwellings to be leased out to public entites, which would then sublet them to the beneficiaries.
