This reform consists of several elements with the overall aim to accelerate the doubling of the installed renewables capacity in Greece, also considering the planned lignite phase-out in Greece by 2028. First, streamlining of the licensing framework, including simplification and digitalisation of procedures, short and binding administrative response times and accountability procedures for unnecessary delays. Second, establishing the first legal framework for the development of offshore wind farms. Finally, relating to the energy markets, a market monitoring system will be put in place by the National Regulatory Authority (RAE) and allow for the participation of demand-side response (DSR) in the balancing market.
