Renovation of public areas in the district of Capici

Mission 5 – Component 2, Investment 4: -Investments in projects of urban regeneration, aimed at reducing situations of marginalization and social degradation

Italy’s Recovery and Resilience Plan provides for investments in urban regeneration, to reduce marginalization and social degradation as well as to improve the social and environmental context of urban centres.

The measure aims at supporting the reuse and re-functionalization of public areas and existing public building structures for purposes of public interest, and at improving the urban landscape through renovation of public buildings, with particular attention to the development of social, cultural, educational and didactic services, including sporting activities.

The investment is financed by Italy’s Recovery and Resilience plan by EUR 2 billion.

The project regarding the requalification of the public areas in contrada Capici is part of this investment. The aim of the project is to improve the quality and urban decorum of an urban fabric that can be defined as peripheral and that as such suffers from the typical problems of degradation and ""poverty"" architectural that often characterizes these towns.

To this aspect, of primary importance, is added the not less important problem of meteoric water management, which in scale of supra-district, involves for local infrastructure (roads, sewerage system, stormwater disposal) a necessary planning and then executive action of improvement and strengthening.

At present, therefore, the lack of urban decorum, evident in the state of degradation in which some portions of land are highlighted by vast areas adjacent to the streets Cusmano di Alcara Li Fusi and Via Eduardo De Filippo in which prevails a condition of abandonment characterized by areas with widespread presence of brushwood, there is also added evidence of portions of road site of difficult transit during the meteoric events of considerable intensity with dangerous stagnations of water at the points of compluvio at the intersection of Via Cusmano di Alcara Li Fusi and Via Eduardo De Filippo and in the area in curve of via Eduardo De Filippo.

The planned intervention has as its objective the improvement of the conditions described above, also with the choice of conveying the rainwater of the local road sites in special drainage wells arranged along the entire road in order to "cool down" the sewerage ramifications below, emphasizing however the necessity of periodic intervention of maintenance of the existing manholes to today clogged and not able to fulfill the task assigned to them.

It should be noted, of course, that the overall solution of waste water management in the area of interest requires much larger interventions, considering that, given the trend of the three-dimensional, a large part of the adjacent urban fabric conveys in it large flows of waste water per unit time.

In other words, the planned intervention, due to the small amount allocated and the limited area of intervention, is "limited" to contribute to the solution of a more general problem of water management, having as its primary objective the architectural redevelopment strictly local town planning.

Furthermore such urban redevelopment is very meritorious because of the portions of the territory that have considerable naturalistic potential, having regard to the unique landscape of the view of the nearby lava rock formations, characterised by remarkable rocky fronts of impervious beauty, with an internal path towards the valley that would deserve successive interventions of enhancement also for tourist purposes.

To this end, it is noted that in a portion of adjacent road is expected to build a pedestrian part on the wider pavement with iron fence and allocation of benches and masts for small rest area.

The NRRP funds allocated to this project amount to EUR 814.040
