This investment receives 3.420 million euros from the Recovery and Resilience Facility. The rehabilitation program for economic and social recovery in residential environments, included in investment 1 of component 2 of the Recovery, Transformation and Resilience Plan (PRTR), aims to promote the rehabilitation of residential buildings, housing and neighborhoods. The distribution of Next Generation EU funds among the final beneficiaries will be channeled through the Autonomous Communities and Cities, with which an agreement has been reached for the distribution of resources in proportion to the number of households in each region (Source: INE continuous household survey 2020). Through the program, it is expected to reach 410,000 housing renovation actions in the second quarter of 2026. In 2019, just over 31,100 homes were rehabilitated and, although it is 10% more than in 2018, the government's goal is to multiply the activity tenfold by 2030, reaching 300,000 homes per year. The overall objective of the actions is to reduce non-renewable energy consumption in homes by at least 30% and to decarbonize and lower heating and cooling demand by at least 7%. It is important to accredit the reduction in consumption and for this purpose an expert must issue an energy certificate for the home or building before and after the action. The most effective way to achieve the thresholds required under the PRTR is to act on the building envelope by insulating both the facades and the walls.
