Reform "System of Interventions for Non-self-sufficient Elderly People"

The reform "System of Interventions for Non-self-sufficient Elderly People" is divided into two steps according to the PNRR: the first involves the approval and entry into force of the enabling law on non-self-sufficient elderly people (milestone M5C2-3, achieved in March 2023), and the second involves the issuance, within one year, of legislative decrees containing the implementing provisions of the framework outlined by the parliamentary delegation (milestone M5C2-4, achieved in March 2024).

The process of reform for non-self-sufficient elderly people began with the adoption of Law No.234/2021.

This law, in paragraphs 159-169 of Article 1, introduced and funded specific essential levels of care (LEP) for non-self-sufficient individuals and elderly people, along with other LEPs concerning territorial social services.

In this context of defining and funding the LEPs, the reform contained in Law No.33/2023 is inserted, which, in this regard, contains provisions aimed at integrating the LEPs with the LEAs and adopting a monitoring system regarding their effective provision.

The objective of Law No.33/23 is to safeguard dignity and promote living, care, and assistance conditions for elderly people, through the recognition, reorganization, simplification, integration, and coordination of existing legislative provisions in this area.
