Reform of the planning and financing of the energy renovation of buildings in the public sector

The reform will boost energy renovation of buildings with a focus on the national building stock. The objective is to achieve a reduction of at least 30 % of energy consumption compared to the baseline.

The reform identifies cost-effective renovation approaches, policies and measures to promote deep renovation of buildings, including measures to guide investment decisions by individuals, the construction industry and financial institutions and assess the expected energy savings and wider benefits, as set out in the new long-term renovation strategy.

A law established a ban on the design and installation of heating oil, mazut (fuel oil), and coal boilers for heating buildings, as foreseen in the Long-term Strategy for Energy Renovation of Buildings 2050. On 7 August 2021, the Law on the Promotion of the Use of Renewable Energy Sources entered into force, Article 53 of which prohibits the use of fossil fuels for heating new buildings. The design and installation of a boiler fuelled with heating oil, lubricant and coal, except where they are part of an industrial or production process, shall not be permitted.

The reform will also developed an action plan for the energy renovation of public buildings, including an analysis of the building stock, an analysis of public sector needs and taking into account the continuity of services during building renovation, concrete steps in building renovation, including the identification of possible sources of financing.
