Reducing the energy intensity of the economy by developing a sustainable mechanism to boost energy efficiency in industry.

The reform shall: 
i) remove obstacles to energy performance contracting; 
ii) introduce market surveillance for energy efficiency to ensure product compliance with eco-design standards, 
iii) improve SMEs awareness of energy efficiency measures, programmes and benefits; 
iv) create a monitoring system for the implementation of the recommendations from energy audits in the ETS sectors; 
v) introduce new standards for green financial instruments.
